March 4, 2025 – HRS is continuing to monitor recent actions by the new Administration focused on deregulation. In mid-February, President Trump issued an executive order (EO) directing federal agencies to review regulations that may exceed constitutional or statutory authority.
The order mandates agencies to coordinate with DOGE and the Office of Management and Budget (OMB) to ensure all regulations align with the law and Administration policy. This order builds on another deregulation EO issued at the end of January, which requires that for every new regulation, agencies identify at least 10 existing regulations for elimination.
Additionally, agencies are instructed to ensure the incremental cost of new regulations is significantly less than zero. Together, these EOs are expected to significantly reshape the regulatory landscape, as agencies work to identify areas for deregulation and face a higher threshold for pursuing new rules.
