Slotwiner, MD, FHRS, examines the expanding federal health insurance benefits, beginning with the introduction of Medicare and Medicaid in 1965, and the federal structure for administering these programs and their associated policies.

The discussion focused on the evolution of the Medicare program, the role of CMS in administering the Medicare Physician Fee Schedule, and the renewed focus on incorporating quality and cost measurement into physician reimbursement calculations (and how ineffective many of those efforts to date have been).
